Days later, Education Minister Shirley Bond ordered a review of the 15-passenger vans, which are prone to rollover crashes, according to the U.S. National Highway Traffic Safety Administration. NHTSA forbids schools from using the vans primarily to transport students.
At the time, Bond was criticized by NDP education critic David Cubberley for not immediately banning the vehicles.
In the absence of provincial guidance, the Greater Victoria school district devised its own policies.
Since Transport Canada still approves the vans, the district has elected not to take them off the road, but instead impose several restrictive conditions
"Parents now must approve their son or daughter using a 15-passenger van," said district principal Dennis Harrigan, adding that without parental approval, students will be barred from trips unless parents find alternate transportation.
Other new district regulations include tire-pressure checks before each trip, a ban on roof-top cargo and a mandatory driver workshop.
"We now have trained 16 of our staff in our schools, mainly teachers, on 15-passenger van safety and we will be doing that again in the new school year," said Harrigan.
In the case of bad weather, the principal and teacher can also choose not to drive the van.
Only three schools in the district own the vans while others lease them, primarily to transport sports teams and othe groups.
The U.S. transit safety authority says 15-passenger vans are more likely than any other vehicle to be involved in a single-vehicle rollover crash. Education about safety, however, has reduced rollover fatalities from 81 to 52 per cent since 2003.
BAE Systems' West Chester operation will armor about 100 vehicles for the U.S. government under a $13 million contract, the company said Wednesday.
The vehicles to be armored include Chevrolet Suburbans and Dodge Sprinter vans, according to a news release. The work is expected to be completed by December.
While BAE has received millions of dollars in military contracts for armored vehicles, it is also the largest commercial supplier of armored commercial vehicles to the U.S. government, beginning in the 1940s when it designed an armored car for President Harry Truman, according to the release.
BAE is a global defense and aerospace company headquartered in London. It employs 1,600 at its West Chester location.
