The memorial was planned in the immediate aftermath of the destruction to mourn the victims and honor the heroes of that day. There was a competition held for the design of the memorial. Out of 5201 proposals from the United States and around the world, the design of Michael Arad and Peter Walker was chosen. Named Reflecting Absence, it consists of two voids that reside in the original footprints of the Twin Towers surrounded by a forest of oak trees. Each void holds a pool of water filled by waterfalls on all sides. Visitors then descend 30 feet to galleries underneath the waterfalls inscribed with the names of those who died.

The World Trade Center memorial Foundation, Inc. was formed to raise money for the memorial and plan its construction. Their mission is to "remember and honor the thousands of innocent men, women, and children murdered by terrorists in the horrific attacks of February 26, 1993 and September 11, 2001"; to respect this scared place; recognize the endurance of those who survived, the courage of those who risked their lives, and the compassion of those who supported them; and "reaffirm respect for life, strengthen our resolve to preserve freedom, and inspire an end to hatred, ignorance and intolerance". Their efforts will support the building of the World Trade Center Memorial, support the World Trade Center Museum, and open the World Trade Center Performing Arts Theater. The design of the memorial is unique. It has no ruins, no Koenig Sphere that was once found between the Twin Towers, no statues, and no flag. The initial design did not have many trees, but it was thought to look to empty and severe, so more where added to soften the look of the memorial. The 30-foot pools with the waterfalls are the main features, with the names of the victims underneath. Some say this design is too expensive and there are a few problems with it. First of all, the waterfalls will freeze in the winter if they are not kept heated. It is also very costly. It will cost $500 million, the most expensive memorial in history. Plans for additional buildings will push the cost to over $1 billion. Because it is so expensive, admission will have to be charged to visitors, which is unusual for memorials.
